The Challenge - Managing sprawling infrastructure while ensuring uninterrupted citizen services
We spoke with Ion-Anastasiu Sanporean, Operations Coordinator at Jammerbugt Municipality, who transformed their IT infrastructure from 300+ servers to a streamlined 140-server environment using Mugato's real-time enterprise IT blueprint.
Ion and his team of eight manage the complete IT backbone for a Danish municipality serving tens of thousands of citizens across Northern Denmark. As a public institution, ensuring service continuity is absolutely critical for the citizens trust and regulatory compliance.
When Ion joined Jammerbugt as System Architect in January 2021, the environment suffered from service continuity gaps, with uptime levels that, while acceptable, didn't meet the high standards required for public service delivery.
The municipality faced several critical issues:

- Risk Management Uncertainty: Without clear visibility into system relationships, conducting proper risk assessments was challenging.
📣 Back in 2021, the stability and accessibility for services was not that high. It's a critical business environment that needs to support our citizens, so during opening times, our citizens should be served without interruptions.

Solution - Systematic infrastructure transformation through data-driven analysis
Fortunately, Mugato was already deployed at Jammerbugt, though it wasn't being utilized to its full potential. As System Administrator at the time, he quickly recognized the opportunity to leverage Mugato's infrastructure relationship mapping for systematic analysis and transformation.
Ion's transformation journey with Mugato evolved through three strategic phases:
Phase 1: Complete Infrastructure Overview
Mugato's agentless discovery provided immediate visibility into the entire IT landscape, automatically mapping all 300+ virtual machines, their configurations, installed software, and communication patterns. This comprehensive overview gave Ion the foundation needed for informed decision-making.
📣 One of the best features is the automatic scanning. I’m not afraid that if a server comes up in my environment, I know Mugato will catch it automatically and show it in the dashboard.
Phase 2: Resource Optimization and Consolidation
With complete visibility established, Ion focused on identifying consolidation opportunities. Mugato revealed multiple servers running identical roles and features giving Jammerbugt Kommune clear candidates for infrastructure consolidation.
Furthermore, Ion and his team made use of Mugato’s real-time resource monitoring to understand actual CPU, memory, and storage utilization, to enable smarter right-sizing based on real consumption patterns and not static snapshots.
Phase 3: Risk Assessment and Security Enhancement
The final phase takes advantage of Mugato's application process mining for comprehensive risk management. Understanding the exact dependencies between systems enables them to do impact analysis before making changes, while the continuous monitoring capabilities of server patch levels provides ongoing security visibility.

Results - 53% Reduction While Maintaining Full Service Capabilities
Infrastructure Consolidation Success
The most striking achievement was reducing server count from 300+ to 140 total machines, a 53% reduction while maintaining full service capabilities. This significant consolidation was achieved through an analysis of server roles, eliminating unnecessary duplication, and optimizing resource allocation.

Structured Decision Making
Today, Ion and his team conduct bi-weekly planning meetings for data center service windows using Mugato as their primary analysis tool. These sessions leverage real-time data to identify critical updates, sequence maintenance activities, and make resource allocation decisions.
📣 Mugato is one of the major tools we use when planning data center service windows. Based on the risk assessment, we decide what should be handled now, what is critical, what can wait, and then maybe if it's time to give a little bit more resources to a server or take some resources based on the consumption reports.
Advanced API Integration
The team now leverages Mugato's API to create custom reports covering SSL certificates, server information, and network connections, particularly external connections that are "business critical" for their operations.
Team Development and Knowledge Transfer
Ion has even taken on the role of Mugato evangelist within his organization, gradually introducing his colleagues to the platform's capabilities, showing and explaining how it can be used for better, data-driven decision making.
Five-Year Commitment to Data-Driven IT Operations
Jammerbugt's five-year renewal with Mugato in December 2024 demonstrates their commitment to data-driven infrastructure management.
"We trust the product," Ion states confidently. "We are using it at least twice per month intensively, and it's one of the major tools we use for planning."
